I would go to Buffalo County, Ive been there and saw a couple of monsters in two days. No shots but I got to see them. You didnt mention IOWA. I would pick Iowa over both.

I'd go with Iowa County, Wisconsin or Crawford County, Wisconsin. They have some monster bucks there.
