We had a permit for a coon when I was younger, don't know what my step dad had to do to get it though. Ours was liscenced, declawed and fixed plus had any shots it needed. Pretty cool pets actually, but they can be distructive. Ours was a house pet just like a cat or a dog, you can litter train them.

I don't know if they would do it for a deer though.
