Rob., I am litterally challenged I guess. What is WI'ns?

You will have to check but I think the first draw goes to residents then daily drawings can be drawn for non-residents.. Tag is a couple hundred bucks..

I know some public lands in SW IL where I live but I don't go there much. Seems like they are just filled with people, but check the IL regs and it tells you public grounds and draw dates etc...
