In this scenario, it is very likely that the guy purposely took your site. Let him pay for his greed. Smile and say goodnight.
I had this happen on private land. Some SOB set up in my tree after I did all the cutting. I have permission, he didn't. I set up 40 yards away and waved at him for a couple days till he got the message. I didn't want to bother the elderly landowner with the problem so I handled it my own way.

I looked at the poll and was surprised to see so many "sportsmen" screwing that guy. Yes he shot a deer from a tree you scouted, but as mentioned it's public land and that's the kind of thing that happens sometimes.

How is that screwing him? In Pa the law reads that the person occupying the illegal stand is GUILTY, Period
Does not matter who did it or how long ago.

I'll bet they saw the cuts long before and busted this guy figuring it was his doing. Since you originally broke the law I doubt you'll fess up and you're lucky he got to your stand before you or you would be getting that ticket. I'll bet he doesn't even get to keep the buck!

I would see if the "cutting" in question was my work or if there was additional work done, and take it from there.

i wouldn't confess to it but i would tell them that you saw the branches cut earlier in the season when scouting . they would be able to tell if they where fresh

UHHH he didn't cut the tree's and someone else did and he had a chance to come clean. I call that screwing him.
