Default RE: hunting iowa regulations?

My cousin is a fulltime student in Iowa but he is a Minnesota resident, so they allow him because he is a fulltime student to buy a resident license over the counter. I don't know for sure if it would be the same for you, because you being a Canadian resident. I would go to there website and look around www.iowadnr.com. Hope this helps
