You should buy a used bow to begin with. It will give you a higher quality bow for the same expenditure.

If you want brand names(depending on budget), id throw votes for some PSE, Parker, and pearson. Parker makes some hellacious package bows for right around 375.

PSE Nova package....almost a complete setup minus the arrows...can usually be had for right at $300. Possibly the most popular bow ever considering the price and construction.

Look into the Martin Jaguar. It's about $270, has a long brace height (forgiving). Martins are good bows, I'd highly reccommend this bow.

Browning Rage or Browning Rage One Combos they are very adjustable (length and draw weight without a press) and have everything you need out of the box except arrows and release.

You want a good bow cheap get a list of the brand names you want, like Mathews, Hoyt, Parker, Pearson, etc and check on Ebay. You just need to know what weight and draw length you want. Go to a local shop and shoot a few of them and then look on Ebay.

If you want to buy it new then obvioulsy go through your local shop/dealer. I always support the local guys and spend the extra money. The Hoyt Havotec on Ebay linked below is a great bow, I used to own one and it cost me over $600 when I bought it new 4 years ago with nothing on it. Examples:
