most stupid question ever

First off, no question is ever stupid. If you don't know its fine to ask.
Anyways I hopeI can explain this in a way that makes sence. Typical vs. Non-typical really only matters if you are scoring the deer. When you score a typical deer, you add all of the normal points (ie: ones that are upwards and in a normal pattern...not coming off of other points and such). Then you go and subtract the the unique points (ie the ones that don't follow a normal pattern).
Now when you score a Non-typical rack...instead of subtracting those abnormal points...you would add them. I think that makes sence and is basically correct.
As far as I know you are allowed to enter any deer in either book...just the deer that are more typical will score better in the typical category and the non-typical deer will score higher in the non-typical book. Because of the fact that you can enter them in either book that is why some deer look quesionable.
One other point, when I say add the normal or abnormal points I don't mean to add 4 if its a 4 point...you must add the inches of each antler. In addition you need to add the circumference of the antlers in specific locations along with the inside spread and length of main beams.
Here is a link to the proper way to score each type of deer:

The difference between a typical and non typical rack is that a typical rack ONLY has points that originate from the main beam and point in an upward direction where as a non typical has one or more points that originate from other points or points that originate from the bottom side of the main beam.
So a non typical buck can simply have a split brow tine or a small kicker off of one other point and technically it is a non typical deer.

A lot of people go by a simple rule, if your deer has more than 15 inches of abnormal points then it will usually score better in the non typical category. I had a deer that was scored by a professional scorer and he scored it as a typical and it missed the books by 1 1/8 inches. I took him to get scored as a non typical and he made the books by 18 inches. (In Oklahoma we have a cy curtis award that is given to a 135" typical or 150" non typical taken with any weapon) He has a basic 8 pt frame with 2 long abnormal points and 2 other short abnormal points. Although he looks typical he scores a lot better as a non typical than a typical because he has nearly 20 inches of abnormal points. Here is a pic of him, he net scored 133 7/8" as typical and netted 168 6/8" as a non typical. Sorry about the long confusing post. It is probably about as clear as mud now!![&:]
