Booted from Carlyle dam
 

Went bowfishing under Carlyle dam yesterday, managed to get 2 bigheads (12 & 16 lbs) before anarmy corps officer showed upandtold uswe couldn't bowfish in their recreation area. He told us we could bowfish the old river channel which really sucks because there aren't any bigheads in that channel. I didn't argue with him ontheir stupid regs, we just trolled back to the old channel as he watch us the whole time, I guess to make sure we weren't taking any shots before we got there. We shot 4 common carp in the the old channel then went home a little disappointed.

That's too bad. It would be better if we could shoot the Asians whenever and whereever we see them.

Kudos, to you, for not making a fuss and just following the rules. It will take time, but they will want us there. We must do like we all have been and obey rules, and be as considerate as possible till people push us differently.

I've looked at the COErecreational area rules again and I think somebody at the Army Corps is mis-interpreting their own rules. [:@]

Fishing is allowed in recreational areas.... bows and arrows are allowed in recreational areas when used for fishing.

I'll sic some of the officers on it and see what we come up with.

Where canI get a copy of COE rules ? I sure would like to be able to bowfish the dam, I've got my biggest bighead there. (30 lbs and lots of 20 lbers). I've bowfished there several other times without anyproblems. Any help would be appreciated !

I work for the COE in StL and emailed a ranger I know about this last year. I have not really looked into the regs in any detail myself, but I can tell you from his response that they have no intentions of changing their minds about it. Not saying it can't happen. My best advice is to get ahold of the regs, read carefully, and if Christine is right...go to the lake office and ask to talk to the Lake manager.

CFR title-36 327.13 says:

(a) The possession of loaded firearms, ammunition, loaded projectile
firing devices, bows and arrows, crossbows, or other weapons is
prohibited unless:
(1) In the possession of a Federal, state or local law
enforcement
officer;
(2) Being used for hunting or fishing as permitted
under Sec. 327.8,
with devices being unloaded when transported to, from or between hunting
and fishing sites;
(3) Being used at authorized shooting ranges; or
(4) Written permission has been received from the District
Commander.
(b) Possession of explosives or explosive devices of
any kind, including fireworks or other pyrotechnics, is prohibited
unless written permission has been received from the District Commander.

Section 327.8 says:

Sec. 327.8 Hunting, fishing, and trapping.

(a) Hunting is permitted except in areas and during
periods where prohibited by the District Commander.
(b) Trapping is permitted except in areas and during
periods where prohibited by the District Commander.
(c) Fishing is permitted except in swimming areas, on
boat ramps or other areas designated by the District
Commander.
(d) Additional restrictions pertaining to these
activities may be established by the District Commander.
(e) All applicable Federal, State and local laws
regulating these activities apply on project lands and waters, and shall be
regulated by authorized enforcement officials as prescribed in Sec.
327.26.



Simply, bows and arrows are allowed when used for fishing as long as it's a fishing area. (at least that's how it appears to me from their rules) [:-]
