Booted from Carlyle dam
Went bowfishing under Carlyle dam yesterday, managed to get 2 bigheads (12 & 16 lbs) before anarmy corps officer showed upandtold uswe couldn't bowfish in their recreation area. He told us we could bowfish the old river channel which really sucks because there aren't any bigheads in that channel. I didn't argue with him ontheir stupid regs, we just trolled back to the old channel as he watch us the whole time, I guess to make sure we weren't taking any shots before we got there. We shot 4 common carp in the the old channel then went home a little disappointed.

RE: Booted from Carlyle dam
Kudos, to you, for not making a fuss and just following the rules. It will take time, but they will want us there. We must do like we all have been and obey rules, and be as considerate as possible till people push us differently.

RE: Booted from Carlyle dam
I've looked at the COErecreational area rules again and I think somebody at the Army Corps is mis-interpreting their own rules. [:@]
Fishing is allowed in recreational areas.... bows and arrows are allowed in recreational areas when used for fishing. I'll sic some of the officers on it and see what we come up with. |

RE: Booted from Carlyle dam
I work for the COE in StL and emailed a ranger I know about this last year. I have not really looked into the regs in any detail myself, but I can tell you from his response that they have no intentions of changing their minds about it. Not saying it can't happen. My best advice is to get ahold of the regs, read carefully, and if Christine is right...go to the lake office and ask to talk to the Lake manager.

RE: Booted from Carlyle dam
COE rules: http://www.access.gpo.gov/nara/cfr/waisidx_02/36cfr327_02.html
CFR title-36 327.13 says: (a) The possession of loaded firearms, ammunition, loaded projectile firing devices, bows and arrows, crossbows, or other weapons is prohibited unless: (1) In the possession of a Federal, state or local law enforcement officer; (2) Being used for hunting or fishing as permitted under Sec. 327.8, with devices being unloaded when transported to, from or between hunting and fishing sites; (3) Being used at authorized shooting ranges; or (4) Written permission has been received from the District Commander. (b) Possession of explosives or explosive devices of any kind, including fireworks or other pyrotechnics, is prohibited unless written permission has been received from the District Commander. Section 327.8 says: Sec. 327.8 Hunting, fishing, and trapping. (a) Hunting is permitted except in areas and during periods where prohibited by the District Commander. (b) Trapping is permitted except in areas and during periods where prohibited by the District Commander. (c) Fishing is permitted except in swimming areas, on boat ramps or other areas designated by the District Commander. (d) Additional restrictions pertaining to these activities may be established by the District Commander. (e) All applicable Federal, State and local laws regulating these activities apply on project lands and waters, and shall be regulated by authorized enforcement officials as prescribed in Sec. 327.26. Simply, bows and arrows are allowed when used for fishing as long as it's a fishing area. (at least that's how it appears to me from their rules) [:-] |
RE: Booted from Carlyle dam
PLus it makes no sense that they provide the range there then...
Archery Trail In conjunction with a local archery club, correctional inmate work crews and site staff, two separate 3/4-mile trails were developed for public use. The local archery club holds 3-D archery shoots on the trails several times during the year. Otherwise, the trails are open to the public for other activities such as hiking and birdwatching. As their names describe, the Whitetail Trail and the Big Buck Trail offer great opportunities for watching deer and other wildlife. The trail system is adjacent to the Crappie Cove picnic area. |
RE: Booted from Carlyle dam
Like I said...take those regs into the Lake office and ask to talk to the lake manager. I guarantee you that the area below the dam is not an area specifically designated off limits to a bow shoot by the commander. The "commander" is Col Setliff in the StL District office, not the lake manager.

RE: Booted from Carlyle dam
Thanks for all the info ! The next time I head up to Carlyle I'll stop in the Lake Office and try to talk to the lake manager, hopefully things will pan out for everyone.

RE: Booted from Carlyle dam
I can't wait to hear what they have to say when you show them a copy of the rules. We can't wait to shoot there again soon.

RE: Booted from Carlyle dam
