If you are willing to re-blue and probably would have to re-blue the whole barrel to make it match you can sand them out if they are not to deep.
This is a renegade barrel that I removed the blueing and then I buffed out with the small surface rust with Scotch Brite pads... Then I re-blued it with cold blue applied to a hot barrel.
Certainly not as durable as regular hot blueing process but works really well.

Wow! that is a bigger mess that i could even imagine....
The outside would not be real problem at all to restore but i am not sure I would even attempt it until I tackled the inside (bore) to see if it was even worth working the outside.
Question are looking to restore to shoot? or to restore for looks... All in all just remember you can get a replacement barrel from CVA for $80 + or -.
If this was just going to be a restoration project as a to-do project think i would still start on the bore. Get some Krol oil - plug the bolster and fill the barrel with the Krol. Then walk away from it for a week, and then start bronze brushing it to get the worst of everything out. From there you can make the decision as to what to do next....

It's for hunting with, like all my rifles are. And it's for something to do. I enjoy it. I think I can make it look OK.
P.S. I think I can get a brand new Bobcat for that much. I paid $20.00 for this one.
