Stupid problem ....my bore cleaner leaked out onto some of my 40 S&W shells and my 308 hornady rounds and turned the brass black around the primer area and part way up the casing ....would it be a safety hazard to use the bullets that way .....

I see no safety issue so long as you degrease the outside of the cartridges so the brass grips the chamber upon firing. It's possible (but unlikely) the solvent got pass the friction fit of the primer in the primer pocket and killed the primer or contaminated the charge.
