Oklahoma allows most anything (scopes, sabots, etc.) except use of smokeless powders. The law, which was written before smokeless powder muzzleloaders, says "... black powder or equivalent ...". This has been interpreted to mean black powder or black powder substitutes (referring to Pyrodex at the time), but not smokeless. There was quite a debate for a couple of years over scopes, but they were finally allowed. I don't remember 209 primers ever really being addressed, I think they were just accepted as being okay and fitting within the definition of "percussion cap".
