Are there any states that do not allow a 45 cal conical for big game?

Depends on what you mean by "big game". Most states will allow a .45 for deer, but many require at least a .50 for elk, moose, and big bears.....

Hunting deer: Muzzleloading guns firing single bullets must be at least .40-caliber. Muzzleloading guns firing two or more balls must be 20-gauge or larger.
