It will never pass . The " Endangered Species Act " will declare all of Oklahoma's land as Bigfoot Natural Habitat and will be off limits to enter !

I think that is a brilliant idea. Oklahoma would sell a bunch of licenses that people would buy as a joke or as a collectible if the price was fairly reasonable. A framed bigfoot license might look nice in my office.
