Those riders in the background are ones that are licensed to outfit and also to retrieve animals on the NER like Wytex took advantage of. They gut the animal and take it out to the nearest good road so you can either have them transport it to the processor or DIY.

I invision myself, as "Dances with Wolves" riding with my .35 Rem Marlin lever gun bouncing with every stride of my horses.
