what state has the best chance of getting a tag

Alaska for the big boys or Idaho for a Shiras.

Alaska there are areas that you buy the tag & go hunting.

ID, good odds, but you must put up $161 non-res hunting license in order to apply and if you don't draw you're out that cash, and there are no bonus points, so every year you and everyone else has the same odds.

Not sure about the eastern states?

Could just book a newfoundland hunt in eastern canada, or western canada, might be a better/cheaper hunt in canada to be had, but if you're stuck in the states...

any state with a shiras you draw would be worth it, but odds are along.
