WY is cheating for antelope 
. I live about 15 miles from Wyoming in Nebraska, and as soon as you're a short ways into WY you start seeing lopers EVERYWHERE. As far as mule deer, they're out there. If you don't get one, it's because you can't see them in their hidey-holes. Patience is key, rather than hiking 20 miles and hoping to stumble upon a herd by chance. If you wanted an easy mule deer tag you could get a Nebraska muzzleloader tag and hunt the month of december statewide.
