Default bear bait

What bait is out there that will survive lots of rain. It seems like i bait with oats and popcorn mixed with used cooking oil and then we get a torential downpour that washes all the scent from the oil away. Any suggestions on baits that will hold there scent after rain?

Up here they use sweets like jelly donuts and the like. They get them by the barrel fulls for guiding. But they can be gotten from some of the stores where the shelf life on the sweets has expired.

I use corn and granola with fryer grease poured over it.
