what states sell over the counter tags for either black bear, elk, mule deer or pronghorn? Any weapon type.

I know you can buy a black bear tag over the counter in montana. I also know you can buy leftover antelope and deer tags in wyoming but not sure about others.

I appreciate it any more?

CO. sells over the counter tags for elk in the second and 3rd rifle seasons and archery, all deer tags are draw tho.
