30 yards is fine, more is okay. Remember that shooting at the range is not always like your hunt area. The challenge of closing the range is part of the hunt.

You better do some more research on Idaho. Your not going to get an elk tag for the price you mentioned.
Colorado would be my choice for elk. Tons of elk; tons of public land and you can buy an OTC cow tag for 250 bucks.
