Wyoming Elk

My grandpa and I are planning to go on an elk hunt in 2006 in wyoming. We would like to go around the bighorn mountains. We went to buffalo this year for mulies and took a drive in the mountains so we know a little about the area. Where is a good unit in the bighorns to see lots of elk? What is the best unit for elk quality? I was also wondering somebody knew any other area in wyoming with high drawing odds and lots of elk? Any advice would be appreciated. Thank you

historically the northern end has had bigger bulls, although the new archery state record was shot near buffalo a few years back. areas 38 and 39 on the north end are good, 38 being the better one. drawing either wont be easy. honestly, im a resident and havent looked at draw odds for the nons, but i know a general area down south near saratoga is said to be pretty good (dont know if its general for non residents though), some of my buddies have gotten into elk there.
