I think something that has been overlooked on this post is the fact that in this day in age, most people dont hunt to survive like it was back in the early 1900's. Its a recreational sport now adays. Up until last year, I didn't shoot a buck for 2 years because I didn't see anything worth shooting. I think too many hunters here in PA are too concerned with their ego and shoot whatever so long as they can say shot a deer. Its really too bad, and in my honest opinion, its really not going to matter what management plan is in effect, if the hunters dont start taking a lot more responsiblity for what they harvest, its not going to work. The game commision is also going to need a lot more enforcement if they want to regulate and make sure these new laws are followed. I know of way to many A*#holes in my area that will not give a damn and shoot what they want any how.
I hope I'm wrong, and it does work, but I dont see it.
