To me it sounds very fair, in fact I was thinking low but I have no clue what bear hunts go for on the east coast. If you have a good area and it sounds like you have a solid plan than you should be able to ask close to going rate for your area depending how you fair in size, success rates, facilities, etc to other camps. I wouldn't worry about fall only hunts, true it brings in a air of competition with other species but fall bear hunts come with their own good points as well. I have both spring and fall bear seasons so while nothing but some early fishing stands in the way of a spring hunt I have found fall is the time I look to notch the tag as the main reason I will harvest a bear is the RUG. In my area their is no doubt a better coat on a bear is the fall and they are also at the mpeak weight for the year as well!
