Also what action is the strongest?
For varmint rifles I like Remington actions. For hunting I like the winchester actions with the three position safety.

This is purely an opinion....no data to back it up...the strongest action is a toss up between Remington 700 and Savage bolt actions. However the use of any bolt action made since the 1950s is likely to be as strong as you wish.....The brass case is the weak link in the system and stronger isn't much help when you're dealing with a meltdown case.
However the CRF actions are far more likely to let go in such an event where as the push feeds will hold in the meltdown. The action will be welded together but you likely won't have a face full of gas and molten brass.
Even the M98 Mauser of 1898 will hold a case up until the meltdown stage. Same for the Japanese Arisaka, 1917 Enfield and the '03 Springfield.
