Paper tuning doesn't tell you if your arrow rest is center shot. It tells you your arrows spine. Moving the arrow rest can fix these tears, but it is the wrong way to go about your business. Move the arrow rest back to center shot. Then adjust the bow weight up or down. One should fix/help the tear(Most likely your arrows are weak, so decreasing weight will help the tear). This will tell you if your arrows are stiff or weak. If weak you can cut the arrows shorter, decrease point weight, or decrease draw weight. The opposite for stiff arrows. It sounds like your arrows could be way off, it that is the case you might have to buy new arrows
Good post ewolf. He took it to three different shops. I would think that they would have tried something similar to what you have advised. They would have been quick to suggest new arrows, wouldn't they. Seems like it's got to be something else. I think that if he puts a cheap rest on it and then finds the problem gone that it's the rest. A cheap way to start.
