I was never referring to indiviuals or small select groups, I'm talking about hunters in general. I'm very aware that leases exist, even in New York there are many, but the total number of hunters that get to use these leases vs the number who buy licences in New York is very small. I live 5 miles from the PA line, so getting a PA out of state licence is something I do from time to time. In general, PA is no better than New York, until maybe next year.

There is almost no public land to hunt in my immediate area. 90% is private and you have to get permission to hunt it. As I said in my previous posts, I know other states have better percentages of those who will voluntarily pass on a buck. You didn't mention how far off you thought my guess was. What percentage of licenced hunters do you think are passing on legal bucks?
