If they feel check stations are too expensive, time consuming, etc etc even though that's the best way.........when this thing goes computerized, simply make it MANDATORY to report on every license issued regardless of success.
If you have a general back tag and 1 antlerless license, you report exactly what you did with both at the end of the season and that is enetered into a data base.
If you don't report on one or the other, it shows up at the point of purchase of the next year's license and the buyer is refused that license because they didn't report their success or lack of.

Not sure if that's the solution, but wow, no doubt it's time to get out the dark ages and the days of imaginary numbers.
