The PGC can't fead me the line that hunters don't send in their report cards, A few years ago they said my son didn't send his in, He had to make the trip from Lancaster Co. to Cameron Co. to face the judge and pay a fine, If they do this to all the hunters they say that don't send them in there would be no problem.
