My outfitting permit runs in units 80&81 in Colorado. The elk herd is stable with alot of bulls. The Cow elk population seems to be declining alittle. I would opt for a bull tag and get away from the roads and hunt up higher away from the roadhunters. You should have some success. 300 class 6/6 bulls are probally at a all time high in this unit. But it really helps to know where to be looking for them also. Tell me where your going and maybe I can give you a pointer or two.
The area goes from mild sloping mountains to rough and barely manageable slopes. Unit 80 has alot of open meadows and aspen groves along with heavy dense pines on the north slopes which is good for the bedding areas. In the lower regions there are roads and trails that can get you up in good elk area but its up to you to hike or ride horses the rest of the way to get into some good elk hunting.
