Considering you mentioned unlimited funds...I would patrol it heavy with off duty officers. Prosecute everyone you catch, the word will get out after the first season and that will put an end to it. We did with our camp 1 year opening week only..NEVER saw another hunter.
Good feed plots will keep the deer there..no need for fences.
