A resident of his own county of residence forced to participate in hunting in another county due to big money.......thats very novel.[:'(] I hope when its all over the outfitters are not allotted 7,500 or any amount of tags. Each non-resident should have a chance at the tags whether they use an outfitter or not. Illinois or no state should be in the business of subsidizing an outfitter. The easiest thing to do would be to let non-residents draw their tags, then those that choose to hunt with an outfitter, book a hunt. Personally I think its silly and irresponsible on the hunters part to make a deposit with an outfitter not knowing if they will even draw a tag!!!!!!!
