The problem with having a bullet deposit all of it's energy on impact and be designed not to pass through is that it has to be very fragile to do it. What if you hit the shoulder bone, the bullet will stop right there. In that case you will be left with an ugly flesh wound but intact vital organs. That's how game escape wounded. Go for controlled expansion so it can penetrate animals that don't give you a good broadside shot and still have enough energy to dig deep and destroy vital organs.
