Go to the nearest hardware store and get yourself some of those 1/4" felt pads that are used under glass that is placed on furniture. They have a 'sticky' side that will adhere to the draw stop on the cam. This will eliminate that noise you're hearing.
I do this for my customers with not only Hoyts but other bows. I've even wedged them into the end of the cable tracks on some designs. Try two of them on the Hoyt paddle/stop if you want double protection. You can trim any excess with a razor blade.
