LOSERS. Once a looser always a loser. More than likely they were loosers BEFORE they got their shields. Then they were loosers WHEN they wore their shields. NOW they have been promoted to CRIMINAL LOSERS!
I would like to think that they are the exception and not the rule. A few bad apples in every barrel.
