These cases are really sad. I don't remember the name of the elk but I remember a few years back a guy was trying to have a head done for a famous elk that was poached from Yellowstone. They handed a lot heavier fine on that guy. Sounds like in California poaching isn't a big deal. You get caught in the midwest for something like that and you'd be begging for a $1000 fine.
