What you propose is exactly what I do.
I have a set of Cabela's Rain Suede camo's that I wear as an outer layer over varying layers of other clothes. I like to wear BDU's under the outerlayer so if it gets really hot I can take off the outerlayer and still have some camo underneath. No matter what they tell you, waterproof/breathable fabric doesn't breath as much as you would like when it gets warm.
Cold Weather Example:
Base layer next to skin: Polypro wicking underwear
Second layer: BDU's or Camo cotton jeans and shirt (depends on temp)
Third layer: Black fleece sweater (can be worn under BDU shirt).
Outer layer: Waterproof hi-tech stuff
In a few minutes, I can strip off (or put on) layers to match the weather. Works great, although you have to have a pack to carry the shed clothes in if you are ground hunting.
