Yes he did and the result is that hunters are disgusted ith the low number of deer they saw this year.
There really is no way to enforce a fine or penalty for killing a BB after you tag a Ar legal buck if you walk away from it, so why put it on the books?
The exact same thing could be said for AR. yet they put it on the books and no one knows if the fine will be $25 or $500 until the WCO makes his decision on the status of the hunters violation..
