the answer is to close some WMUs altogether against doe hunting for 2 years, while increasing the allotments in some others. Put buck harvests on a lottery draw in all WMU except those over REAL density goals.
We've tried Alt's method now let's try another!
There are pockets of too many doe in every WMU, some very small pockets. Those pockets are for the most part on private land. They need to be thinned out someway.
Doe tags on PUBLIC LAND need to be limited, some places NO DOE HUNTING allowed for a year or 2.

Buck on a lottery, WOW I hope not. Some hunters all they do is buck hunt. If it goes on a lottery, PGC will lose $$$$ on license sales.
What happens when only half the hunters in a camp get a buck tag, what does the other half do? You get your tag but your buddy does not! BUMMER

I don't see that flying in PA.
