Say they sell 200,000 tags and only me and my group don't fill them. They will only kill 199,995 and thus be short of thier goal.

But there aren't 200,000 tags
There were 1,040,000 tags and if a few gullible saps don't fill thier tags the PGC will still hit thier goal of 250,000 to 350,000 does taken (whatever number they say will reduce the OW by x %)
