As far as cougars in the Lower Peninsula, for the longest time the DNR refused to acknowlege that they were down there. I've talked to several people who have seen them around Cadilac and even seen video of one that some guy saw in his back yard. Wolverines are the same way. They're there whether the DNR believes it or not.
