Check out WV. The southwestern section of the state is closed to firearms. There are plenty of WMA's in the state, including a 23,000 acre wma in my backyard that gets little pressure during bow season. And best of all, non resident liscenses/tags are relatively cheap- under $150 I'm pretty sure.
