You are describing a fully-auto 2 shot shotgun Didn't some old western guns fire that way? Pull the trigger half way to release the safety then pull the trigger again to fire it?

For your gun, each pull of the trigger should fire only one barrel. The first pull should fire one shot which sets the firing pin for the second barrel.
