Default Laminating Traps

have some new MB-650 traps and am planning on Laminating them. I am new to trapping and would like to know the best place to weld the steel, I have round lamination, should it go on the inside edge of the jaws or the ouside edge or right in the middle of the jaws.

Also I bought some Victor #2 double springs from a guy before I knew that the jaws need to be offset by 3/16th's according to Utah law. What would be the best way to modify these to get that.
