Maybe I am reading the regulations wrong but according to my VDGIF book and the VDGIF website, shooting/hunting from or in a roadway is already illegal in every county, city and town in the state. Sounds like these laws need to be enforced.

Shooting at wildlife from a vehicle and/or from or across a public road is illegal. Penalties include: fines, license revocation and confiscation of firearms.
