How longs the barrel? If your bbl is shorter than normal, the gas may not have enough pipe to pressure up and fully recycle the action. My Winchester has this problem. My solution is to shoot slower velocity shells, with heavier payloads. These stay in the bbl just long enough to fully cycle the action.
