Have you given it a thorough cleaning. By this I mean not just the barrel and chamber but also the striped bolt, shell tube, trigger mech. and return spring. On my Winchester semi. cheap shells dirty the trigger mech. so much that the safety will not engage. I now only use better quality shells with no problems.
