Hey Royak, Check with the DNR for your state. If this is farm land or the property is ajoining farm land they may give the owner of the property a few reduction tags. Basically the state gives these out to farmers so they can reduce the deer herd on thier property.
Of course the state has to be able to justify this action and if so make sure he ( the land owner ) is allowed to issue those tags to other hunters. I know some states have this practice and some don't. Worth checking into, solves his problem and yours at the same time.
