Default will dormant seedbeds germinate

i expanded three food plots and planted inoculated ladino, p.t. turnips, and rye the first week of september. it has not rained since late august and the seedbed was/is "powdery" from multiple passes with the roto-tiller during soil prep. i assume the turnips will be a total lose, but i'm more concerned w/ the germination success rate of the clover if it rains this weekend.
