Rain alone influences hunters more than deer.
If it is a driving rain, that may be another matter. I have heard that deer "know" if the rain will be long in duration, and if it will be, they may just feed anyway. They're going to get rained on no matter where they are. Passing showers, or steady drizzles have little to no effect.
Wind and rain is different in my mind. I think it keeps them holed up a bit. Of course they have to be somewhere, so thats a good time to hunt standing corn if you can. Sneak through the field, perpendicular to the rows, looking both ways for bedded deer as you go.
