How is the timing of the TT set? How far into the draw cycle is the arm lifting up to pick up the arrow? It could possibly be that the timing is incorrectly set. The rest may be picking up the arrow too quickly or not quickly enough. Either can cause fletching clearance issues.

For what it is worth, I had a heck of a time tuning my TT Shakey Hunter on the Liberty. I found that I had to actually set the arrow relatively level but above the rest mounting hole (not evenly over) in order to get decent fletching clearance.
